Bid due times within your D365 account should be displayed in a 12-hour clock format with an “AM” or a “PM” label. If the bid due time is displayed to you in any other format, please report that immediately to Vendor Services at vendorservices@columbus.gov . Also, please log out of your D365 account and view the RFQ from the public “Open Requests for Quotations” link above, which will display the due time in a 12-hour, ET format.
Some vendors are experiencing time zone display issues due to a Microsoft platform issue. Vendors experiencing the platform issue see due times displayed in Coordinated Universal Time (UTC) time, which is five hours ahead of Eastern time. As an example, a bid due at 11:00 AM Eastern time will display on the D365 invitation for bid screen as being due at 16:00:00. Vendors often interpret this time as Eastern military time and thus convert it to 4:00 PM Eastern. However, the true due time is 11:00 AM Eastern (16:00:00 converted to the 12-hour clock = 4:00 PM, minus five hours to convert from UTC time to Eastern time = 11:00 AM).
Any bidding problems that stem from this time zone display issue must be reported by vendors to Vendor Services (vendorservices@columbus.gov) within five (5) hours of the City’s stated due time for the applicable RFQ. Any issues relating to the displayed time zone that are reported to and received by the City more than five (5) hours following the City’s stated bid deadline for that RFQ will not be reviewed, and that bid process will proceed.
The time zone display issue is occurring only within D365. Bid Express and Bonfire are not affected, and due times for RFQs processed through Bid Express and Bonfire must be viewed in Bid Express or Bonfire, as applicable. The City will not review any vendor reports of time zone display issues with respect to RFQs that are processed through Bid Express or Bonfire.
